The Seventh Roundtable Discussion on Climate Change in the GMS

At this seventh roundtable, partners continued deliberations initiated at the sixth roundtable in April. These included joint visioning to specify the long-term goals of the roundtable and identifying collaborative activities arising from the Watershed Adaptation to Climate Change (WACC) Project.

Through the visioning exercise, partners identified the following outcomes, process, and outputs to guide the long-term goals of the roundtable:


  • Stronger recognition of the importance of “soft” adaptation investments
  • Integrated, landscape-level planning adopted in the GMS
  • Spatially prioritized investments in the GMS
  • Increased investments in natural capital in the GMS
  • Institutionalized knowledge for sustainability

Processes and outputs

  • Jointly developed user-friendly decision support tools, focusing on:
    • Cost-benefit analysis for adaptation projects, which incorporate the value of ecosystem services
    • Integrated climate vulnerability assessment, building on existing initiatives such as the WACC Project
  • Test these tools via demonstration projects and promote them as regional learning sites. Two types of demonstration projects will be pursued:
    • Flagship GMS projects
    • Roundtable partners’ own projects
  • Use the experience from the demonstration projects to influence other decision entry points (NAPAs, basin development plans etc.)
  • Develop a joint training program or curriculum that synthesizes knowledge and experience of the Roundtable.

The Seventh roundtable was co-organized by the Mekong Region Futures Institute and the GMS Environment Operations Center. 

Partner representatives attended from the USAID Regional Development Mission for Asia, the USAID-funded Mekong Adaptation and Resilience to Climate Change Project, Southeast Asia START, US Forest Service, and the Institute for Global Environmental Strategies, Bangkok Regional Center, which serves as the Regional Hub for the Asia Pacific Adaptation Network.
