The Greater Mekong Subregion (GMS) Environment Operations Center (EOC) is requiring one (1) INTERNATIONAL CLIMATE CHANGE ADAPTATION EXPERT / Consultant for the project on "Assessment of Climate Change Impacts on the Agriculture Sector" in the Greater Mekong Subregion. The ideal candidate should have a background in agriculture, environment, climate change planning; have at least 12 years of experience in project management, agriculture planning and rural development, environment and climate change. Related experience in the GMS countries is preferable. The consultant should hold a Masters level degree and is expected to be proficient in written and spoken English. A detailed Terms of Reference is attached.

The EOC was established in 2006 to serve as Secretariat to the GMS Working Group on Environment (WGE) and to facilitate the implementation of the regional technical assistance (RETA) Core Environment Program. The Program was designed to enhance the environmental sustainability and social equity of the GMS Economic Cooperation Program, thereby increasing its development potential, performance, and impact. The outcome of the RETA will be sound environmental management systems and institutions that mainstream environmental and biodiversity protection in the GMS.

The RETA, now on its supplemental period from 2009 – 2011, focuses on program development and implementation, encompassing (i) assessment of the environmental sustainability of priority development strategies and investment plans for the GMS economic sectors and corridors, (ii) implementation of BCI activities in selected pilot sites, and (iii) institutionalization of environmental performance assessment (EPA) procedures and systems in the GMS countries. The key components of the TA are:

  1. Strategic Environmental Assessments – To ensure that critical ecosystem services and environmental quality are maintained throughout the GMS economic corridors and that sector develop proceeds in an environmentally sustainable and socially equitable manner
  2. Biodiversity Conservation Corridors – To restore and protect ecological integrity and reduce poverty within priority conservation landscapes
  3. Environmental Performance Assessments – Apply national environmental performance indicators, develop regional indicators, and integrate environment objectives into national and subregional development planning
  4. Regional Institutional Development – Build effective institutional arrangements and policy frameworks for transboundary environmental management and sustainable natural resource use
  5. Sustainable Financing Mechanism – Define and implement sustainable financing strategies and market mechanisms to conserve natural resources
