South-East Asia Workshop
on Payments for Ecosystem Services
Incentives for Improving Economic Policy, Biodiversity Conservation, and Natural Resource Management Target Performance

The ASEAN Centre for Biodiversity (ACB), the Asian Development Bank-Environment Operations Centre (ADB-EOC),
the Asia Regional Biodiversity Conservation Program (ARBCP) and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) were jointly organizing a workshop
to catalyze and support development and application of payment for environmental services as a policy tool for achieving national urban and rural economic development targets.
This workshop, took place during 29 June to 1 July 2009 in Bangkok, Thailand, was proposed to be the first in a series of workshops that will support South-East Asian and other countries
to take steps needed to create and/or strengthen PES legal and policy enabling conditions and to learn from each other in the process.
The workshops were implemented to build on and share practical experiences in developing sustainable finance, legal, and policy enabling conditions and mechanisms that will secure and support national and regional economic development targets in ASEAN and the GMS.
The series of workshops will also work to 1) identify more specific capacity-building needs for supporting PES enabling policy at the national level, and 2) facilitate and mobilize regional institutions to support countries in addressing these needs.
Workshop overview
The initial workshop raised awareness among high level stakeholders, and linked PES market support and policy enabling conditions to the ability of PES mechanisms
to support the achievement of key national policy objectives, identify capacity-building needs and discuss regional support needs and follow-up action.
The workshop itself was based on a strong participatory approach that will support participating country delegates to define requirements and plans as far as possible,
including the participation of a wide representation of stakeholders. Follow-up workshops was designed to support participating countries to meet their requirements and plans based on these inputs.
